Mayor’s Plan Puts Police Commissioner in Charge of Disaster Control

Mayor Michael Bloomberg called for an agreement that would allow his police commissioner during city emergencies to take command of hundreds of officers who work for regional authorities.

Under the plan, Ray Kelly would take charge at all big incidents in city train stations, ports, airports, bridges or tunnels run by the Metropolitan Transportation Authority and the Port Authority.
