You seem to forget this took place in Yerusholayim and that stones prepared for a certain purpose from erev shabbat are not muktzah.

There is a chazakah on all stones in Yerusholayim that they are set aside to be thrown at somebody.

    Anonymous 11:45,

If the stones were set aside before shabbos for the express purpose of throwing at cars, you can argue that the stones are no longer muktza. However, if you hit a windshield (or driver for that matter) and he crashes into a tree or wall and dies, it mught be a little problem of retzicha. It’s best to spray paint “L’kovad Shabbos Kodesh” on the stones so you know which ones were set aside for throwing.

If they are truly interested in convincing other Yidden not to drive on Shabbos, they will have accomplished much more if they would have been at that time in the Botei Medroshim learning & Davening. It is a proven fact that it works!

you’re right that with a Eiruv they could carry, but the stones are Muktza, and were Mechalel Shabbos M’Drabonon.

I hope they keeps these hoodlums in jail for a long long time.
They should shave thier payos and beards off for acting like behaymos. They are a complete chillul hashem and a menace to society.
