Mayor Michael R. Bloomberg said today that the program, called Notify NYC, will be available for lower Manhattan, the northeast Bronx, the Rockaways in Queens, and southwest Staten Island.
The system could be used, for example, to notify the public about the approach of a major storm or a utility outage.
