    That’s how a New York City judge ruled in throwing out a summons issued to a man wearing low-slung pants that exposed his underwear.

    Judge Ruben Franco said that the summons appeared to be an attempt by one police officer to show his displeasure with the style.

    The Bronx man, Julio Martinez, was issued the ticket on April 20.

    The judge wrote that many may find the low-slung trouser trend distasteful and foolish. However, he said, people can dress as they want as long as they do not offend public order and decency.

    Franco’s decision was issued last month. Martinez and his Legal Aid attorney could not be reached for comment.

    guess it will be harder to steal a pocketbook or break a car mirror and run away when the pants are so low.
    could be a deterrent for crime.

    A few weeks ago, a “gentleman” walked into my warehouse asking me if I neede workers. He had his pants half down. I told him if he can’t respect himself then he can’t respect others. Have a nice day!

    julio martinez should sue the cop and nyc for the ticket,he has the right to dress as he pleases. next the police could decide that wearing a shtreimel and kapote in 100 degree heat is wrong and give out hundreds of tickets in will and bp

    I know my goyish friends say the same thing with chashidih malbesh. They are more on their toes with they deal with people dressed chashidish so they have less of a chance to be cheated by the person. and that means chassidesh malbesh is deterrent for crime.

    As long as there is no indecent exposure, I don’t know why he was ticketed. But, anyone who dresses that way cannot be a self respecting person.
