Gillibrand’s Safe Teen and Novice Driver Uniform Protection Act would set a minimum age of 16 for driver’s licenses and a minimum age of 18 for an unrestricted license.
Sixteen and 17-year-olds would be restricted in driving at night.
Cell phone and texting would be prohibited while driving except for emergencies when a driver operates with a learner’s permit or has a restricted license.
The Senate Commerce Committee has included her provisions.
She says for teens, motor vehicle crashes are the leading cause of death in every state

I don’t know how this would fly Constitutionally. Driving privileges are provided by the STATES & not by the federal government. To me this sounds like more power grabbing by the socialist liberals in the federal govt.
