Simcha Felder Pushes Helmets And Licenses For Bikes And Scooters

NEW YORK (VINnews) – Senator Simcha Felder introduced a package of legislation in the NYS Senate today to improve safety on New York City streets through education and regulation of bicycles, e-bikes and e-scooters.

“The streets of NYC have become the wild, wild west,” said Senator Felder. “The de Blasio administration has allowed a growing number of completely unregulated bicycles, ebikes, electric scooters and dirt bikes/ATV’s on our city streets and the results are proving deadly! Vision Zero has become Zero Vision.

New York has a process in place to earn the privilege and responsibility of operating a motor vehicle on our streets. It includes education, licensure, registration and enforceable safety regulations. These bills expand the system currently in place to provide education, responsibility and accountability for everyone using NYC streets.”

The Vision 2.0 package of bills includes the following:

·         (S7203) Requires every person operating a bicycle, electric bicycle or electric scooter in NYC to wear a helmet.

·        (S7204) Establishes a Department of Motor Vehicles (DMV) Bicycle and Electric Scooter Education Course that leads to licensure.

·        (S7205) Requires DMV to add bicycle and e-scooter awareness to Drivers Education and the pre-licensing learners permit exam.

·        (S7206) Requires bicycle, electric bicycle and electric scooter owners to register their vehicle and conspicuously display a DMV license plate.

Licenses and registration fees = $$$$ for the legislative. Is Felder seriously demanding a 5 year old have a license plate on a bike or the parent gets fined?

This is yet another example of exactly why those New Yorkers living outside of the 5 boroughs, want to secede from NYC. Another law being pushed for the entire state, by a NYC politician for a problem that primarily affects the crowded streets of NYC.

There is good reason for that, as motor vehicles are the most powerful and dangerous things on the road, as opposed to humans moving around without motors, such as on foot (walking/running/jogging), or on solely human powered vehicles, such as bicycles and wheelchairs. Therefore, it is understandable if there is regulation of swift and powerful new types of motor vehicles. Old fashioned bicycles, however, should be left alone, as they have been for over a century, since their invention.

What about visitation rights for people in Hospitals? Do things that actually matter typical government overreach just looking for fame and more legislation. Do things that are lacking more people died and die in hospitals because they stay by themselves.

I would suggest that maybe adults on the larger ones should be certified … but it really won’t help as the most reckless riders are the kids

I understand there is a problem, but these politicians/legislators have one way to fix all problems, by codifying it into laws. How about actually building dedicated lanes or some other creative idea that the government can do? But no, it’s much easier to control everyone to wear a helmet for their ‘own’ safety. Ty Simcha – we lived it – now we have one of us helping government dictating our private lives

So a 5 year old will need to get a license plate for his bike!
Licenses for e-bikes makes sense; for regular bikes no way!

There is a problem with bikes (the kind that requires physical effort, no battery) riding in the streets. They zip through traffic, and serve a useful purpose in making small deliveries possible and quick. But the danger factor is high. They make no noise so drivers can’t hear them. They are frequently in a blind spot and can’t be seen. The courts are still packed with judges left behind by Bloomberg and his ilk that consider every accident the fault of the driver of a motor vehicle, never the bicycle. That approach is unfair and untenable.

Sending these bikes to the sidewalk is no smarter, making pedestrian traffic a greater danger. I know there needs to be an answer, but worshipping bicycles isn’t it.

As a mom of kids with electric scooters I definitely see the need for some kind of education
But I do feel that it’s unenforceable and unpractical for it to be done by the city
Kids own more than one and replace them often , and very young kids often take their brothers item for a spin
Parents aren’t going to go down to the DMV with each child taking hours of their time (and how often?) and pay $$$
Maybe the schools can be given materials to teach

While some measures can be considered to improve things, overall, this proposal is very unbalanced and biased against alternative forms of transportation, which are desirable in that they are healthier than driving cars, and reduce the amount of traffic, pollution, and pressure on parking.

Does he prefer that the people who use them switch to cars, increasing already onerous traffic jams, difficulty finding parking, and pollution instead?

Also, keep in mind that car (and vans, SUV’s, trucks, etc.) drivers are the most dangerous vehicles on the road, due to their size, strength, and power, and cause the most injuries (ה’ ירחם). What is he doing to curb them? Trying to allow them to speed more quickly, at deadlier speeds? Why doesn’t he address dangerous driving and drivers too?

If the Senator is so concerned about safety, he should include in his legislation requiring everyone, including car drivers and pedestrians, to wear helmets, as they are also in danger from speeding cars and dangerous drivers.

You may not care till it happens to you or your family. People are being injured every day by these motorizes vehicles and with no plates there is no traceability.
