In a normal society a savage like this would be shot like dog.
The perpetrator will be out in 2 hours. If he does it again; he’ll be out again in 2 hours. Not only no repercussions, but he’ll be treated like a hero. If anyone will suffer consequences, it will be the driver who didn’t properly secure his vehicle. Yup; what a wonderful world we live in.
Then new normal get used to it.
