NEW YORK – A Brooklyn bar owner, Shamel Kelly, has accused James Caban, the twin brother of former Police Commissioner Edward Caban, of attempting to extort him.

According to Kelly, he was introduced to James through a City Hall staffer, Ray Martin, who offered to resolve Kelly’s issues with the NYPD in exchange for $2,500. When Kelly refused, police pressure on his Coney Island bar worsened, eventually forcing him to shut it down.
Kelly, who ran Juice and Moore Bar, said the business faced numerous noise complaints despite having all necessary permits. Martin, who has since been fired, allegedly suggested Kelly pay Caban to stop the police harassment. Phone records confirm communication between Kelly and James Caban in August 2023.
City Hall terminated Martin for violating employment terms, and federal investigations are ongoing. Caban’s lawyers deny any wrongdoing, asserting his work was legal. Kelly has since been interviewed by investigators as part of a broader corruption probe.
