Statement by Israel Defense Minister Israel Katz

JERUSALEM, ISRAEL-I have directed the IDF to develop a comprehensive plan that will enable any resident of Gaza who wishes to leave to do so—by any means available—to a country willing to receive them. For too long, Hamas has exploited the people of Gaza. They have used civilians as human shields, established their terror infrastructure within densely populated areas, and now hold these innocent residents hostage. Through the humanitarian aid system, Hamas has been extorting money from these same people while deliberately preventing their safe departure.

Our plan will include multiple exit options: secure land crossings, as well as specially arranged departures by sea and air. It is important to note that countries which have unjustly criticized Israel for its actions in Gaza—such as Spain, Ireland, Norway, and others—are under a legal obligation to permit the entry of Gazans. Their refusal would only serve to expose their hypocrisy. Furthermore, nations like Canada, which have structured immigration programs, have already expressed a willingness to welcome those from Gaza.

The people of Gaza deserve the right to freedom of movement—a right upheld around the world. I also welcome President Trump’s bold initiative, which promises to create extensive opportunities for those wishing to leave Gaza, help them resettle in new communities, and ultimately contribute to long-term reconstruction efforts in a demilitarized, secure Gaza once Hamas is removed. This vision for a safer future is one that will take many years, but it is a necessary step toward restoring peace and security for everyone involved.
