NEW YORK – Zohran Mamdani, locked in a tight mayoral primary race with Andrew Cuomo, is proposing a $65 million taxpayer-funded plan to expand transgender medical care in New York City — including for minors.

According to his campaign, $57 million would go to public hospitals and community health providers, with another $8 million for expanded services. The plan comes amid backlash to some hospitals pausing trans care for youth under pressure from Trump’s administration, which recently sought to ban such care for those under 19 — a move now blocked in court.
Mamdani, a Democratic socialist, says his plan would ensure care access in line with state laws and create an Office of LGBTQIA+ Affairs at City Hall. He also pledged to investigate hospitals that deny trans youth care.
The proposal is part of a broader progressive agenda, including free childcare, public food stores, and free buses — totaling billions in new spending. Mamdani says he’d fund it by raising corporate taxes and adding a 2% flat tax on the wealthy — policies opposed by Gov. Kathy Hochul.
The plan has drawn sharp criticism.
