The developments, first reported by Punchbowl News, come amid heightened partisan tensions over federal funding and come just hours before voting concludes in a slew of competitive contests. The partial government shutdown, which began earlier this week over disagreements on disaster relief and border security funding, has disrupted services for millions and drawn sharp rebukes from both sides of the aisle.

Sources, speaking on condition of anonymity to discuss private negotiations, said at least 12 Democratic senators — including moderates from battleground states — have been in “serious talks” with Republican counterparts and White House officials since midday Tuesday. The group is focusing on a short-term funding measure that would extend government operations through the holidays, potentially unlocking $20 billion in emergency aid for hurricane-hit regions.

The timing of the breakthrough efforts has fueled speculation among political observers that Democrats may have strategically delayed compromise to galvanize their voter base. “It’s no secret that shutdowns disproportionately affect working families and communities reliant on federal programs,” said Sen. Maria Cantwell, D-Wash., one of the negotiators, in a statement to reporters outside the Capitol. “We’re acting now because the American people deserve stability, especially on Election Day.”

Republicans, who hold a slim majority in the chamber, have accused Democrats of playing politics with the impasse. A resolution could come as early as Wednesday if the bipartisan group secures the 60 votes needed to overcome a filibuster.
