NEW YORK (VINnews) — New York City’s office to combat antisemitism released its first annual report on Wednesday, less than 24 hours before Mayor-elect Zohran Mamdani is set to take office, according to outgoing Mayor Eric Adams.

The 80-page report, issued about seven months after the office was created, frames antisemitism as a citywide challenge rather than a solely Jewish concern. “Antisemitism is not only a Jewish problem,” Adams wrote. “It tests our city’s character.”
The report traces the history of antisemitism in New York City, arguing that hostility toward Jews has repeatedly adapted to social and political crises and increasingly appears through activism rather than overt bigotry. It describes Israel as a central religious, cultural and historical anchor for Jewish identity, not a political preference.
While not naming Mamdani, the report notes that every New York City mayor since Israel’s founding in 1948 has traveled to Israel and that all sitting mayors have attended the annual Israel Day Parade since it began in 1964.
The report warns that anti-Zionist rhetoric often leads to the dehumanization of Jews and correlates with rising antisemitic incidents in the diaspora. It urges officials to explicitly name antisemitism when Jews are targeted, rather than using generic language about hate.
Adams said confronting antisemitism became a priority following the Oct. 7, 2023, Hamas attacks on Israel, leading his administration to issue four executive orders, create an interagency task force and adopt the International Holocaust Remembrance Alliance’s working definition of antisemitism.
Moshe Davis, executive director of the office, said the city cannot control global events but can respond through policy, law enforcement, education and public leadership.
