Kelly is the keynote speaker at a Tuesday event for the nonprofit Police Foundation.
The city recorded a double-digit increase in murders during 2010. More than half the victims were shot to death by someone they knew.
But the number of murders, 532, was still the fourth-lowest since the department started keeping comparable records.
Also last year, officers shot and killed the fewest number of suspects: eight.
And Kelly has asked three former federal prosecutors to look at how the department records crime amid allegations that higher-level offenses have been downgraded.
