The driver of the minivan, who was identified by a friend at the scene as 41-year-old John Anil, is charged in connection with hitting the girl, as she was running to catch a school bus.

“When I heard that, I thought somebody hit my car. I thought it was a car-on-car accident,” said witness Avi Merl, who heard the van hit the child.

After the accident, Anil, who reportedly works for the Metropolitan Transit Authority, pulled over to the curb and waited as the bus driver called 9-1-1
