A bill introduced by Assemblyman Felix Ortiz (D-Brooklyn) would require car makers to install the devices in new cars sold in New York by the end of 2010.
"With the high numbers of fatalities throughout the state due to alcohol, the time has come," Ortiz said.
The devices require drivers to blow into them when they get into the car. If an unacceptable level of alcohol is detected, the car won't start. [NY Post]

Who’s to say that the actual driver will be the one using the breathalyzer?

If the device works quickly and reliably then why not?
Remember, the lives that a drunk driver harms or RL worse are not only his but those of innocent people walking or driving near him. So even if you do not drive drunk thi smay save your life.

Having said this I still must state that the Ribono shel Olam determines what will happen to whom and all is in the hands of the R.s.O.

Great idea, but why should I who only drink on Shabbos have to pay for such a feature?
