    New York – Decreased funding and increased regulations are strangling the Head Start education program for low-income families, program officials say.

    The Bush administration has cut funding for this fiscal year by $10 million nationwide. The cut comes on the heels of little or no increase in funding since 2002. Head Start is supported almost entirely by federal money.

    The squeeze crimps already low salaries and program budgets at a time of rising prices for utilities, gas and many other things, local Head Start officials say. [Record]
