New York, NY – Low-income drivers would get a break on the $8 fee for driving into Manhattan under a revised version of Mayor Bloomberg's congestion-pricing plan.

The discount is designed to overcome objections that the plan would hurt poor New Yorkers while giving a break to New Jersey drivers who already pay Hudson River tolls.
"We've now addressed many of the substantive remaining concerns or issues that have been raised," Bloomberg said.
The revised plan says drivers who qualified for the earned income tax credit would have fees refunded at the end of each year – minus $972, which is a year's worth of MetroCards.
Foes said the revisions are just a bid to win votes for a plan that will hurt middle class New Yorkers who have no choice but to drive into Manhattan.
