    Developer Louis Cappelli plans to redevelop the defunct Concord resort in Monticello.Kiamesha Lake, NY – Another deadline on the stalled Concord project has come and gone, but developer Louis Cappelli said this week he’ll build an Entertainment City resort in Sullivan County “or die trying.”

    But Cappelli also made no prediction when, or if, the project realistically can go forward given the tough times. The Westchester developer told downstate media in early December he was closing on construction loans “the Wednesday before Christmas” that would get the $600 million hotel and racino resort at the Concord moving again. He also mentioned he was negotiating with casino owner and operator Penn Gaming to join as a partner.

    But this latest promised “major announcement” hasn’t yet come to pass.

    “I understand the sense of frustration,” Cappelli wrote in an e-mail sent. “I have met with some incredible obstacles, along the way. Some might say I have ‘no shot’ at pulling this off.

    “I wouldn’t count me or the Catskills out just yet, because I have the desire to succeed and will never give up in the quest to redevelop Concord and Grossingers.”

    “I will not make excuses,” Cappelli wrote. “I have run into obstacles, and will continue to run into them until I am through them so that this 10-year dream of mine happens.
    “I am not ready to ‘throw in the towel.’ I plan on delivering as promised, or die trying.

    Cappelli still has town officials convinced he will get something done early next year. Cappelli’s people have continued to work with the town on road and infrastructure issues, Thompson Supervisor Tony Cellini said. “It will come to a happy ending,” Cellini said.
