Baltimore prosecutors say the 20-year-old man has been charged in a criminal information with three misdemeanors: second-degree assault, false imprisonment and possession of a deadly weapon.
Those are the same charges faced by his 23-year-old brother, a former Israeli special-forces soldier. Prosecutors dropped a felony assault charge against him this week.
Previously, the older brother had been the only suspect publicly identified in the November attack.
The attorney for the victim has said he should be charged with a hate crime, arguing that the victim was targeted because he’s black.
