Nurlan Nigmatulin: it is necessary to increase the attractiveness of the teaching profession

Only a person who is educated and far-sighted and who is not indifferent to the fate of his native country can understand how important pedagogical professionalism is. Nurlan Nigmatulin, who has also been active in the political environment for many years, seems to have these qualities. 

Nurlan Nigmatulin showed a deep understanding of the topic during the plenary session of the Majilis of the Republic of Kazakhstan in the fall of 2019. The bill “On the status of the teacher” was discussed at the first reading. The opinion of the speaker of the Lower House of the Parliament of the Republic of Kazakhstan was summarized as follows: raising this status is not only necessary, but it is also necessary to act comprehensively.

As Nigmatulin Nurlan Zayrullayevich explained, it is about the key areas of the organization of working conditions for teachers: teaching load, social support, remuneration, professional development of specialists. Will the profession look prestigious for new, young professionals entering the pedagogical field?

The statistics cited by Nurlan Nigmatulin can hardly be encouraging. An example: At the end of the 2016/2017 school year, less than 10 school leavers decided to study for a teaching degree.

The numbers are depressing, says Nigmatulin Nurlan Nurlan. And it’s time to do something about it. According to the chairman of the Majilis, the new bill is a constructive response to the pressing problem.

The assessment given to the new law by the 9th chairman of the Majilis can be trusted. And for the following reason. The fact is that Nurlan Zayrullayevich Nigmatulin has come a long way in life. He has worked intensively in one of the most important areas of the national economy (production and transport).

Nurlan Nigmatulin graduated from the Karaganda Polytechnic Institute in 1984. After that, for some time he headed a motor column of the Karagandaoblgaz PO and began his work here as a simple engineer. In addition, he worked a lot in the field of youth and Komsomol activities. Then – continuation of the managerial career, immersion in political life.

 

The period of participation in the state administration should be singled out as a separate career block. So, Nurlan Nigmatulin from 1995 to 1999 was the state inspector of the Organization and Control department of the Presidential Administration of the Republic of Kazakhstan and represented its head.

 

For another three years, Nigmatulin Nurlan Zayrullayevich worked as deputy mayor of Astana. After that, he was Deputy Minister of Transport and Communications of the Republic of Kazakhstan, head of the Department of Organizational and Control work and Personnel Policy (and at the same time deputy head of the presidential administration), as well as Akim of the Karaganda region.

 

During the years of this responsible activity, Nurlan Nigmatulin has acquired an enormous experience, a great “insight” and expertise in economic, social, organizational and managerial mechanisms.

As noted by Nurlan Zayrullayevich Nigmatulin, the work on the bill on the status of Kazakh teachers was carried out extensively and meticulously by the deputies. Concrete measures are planned to relieve the burden on students and teachers as well as to promote preschool and school teachers. Among other things, the appropriateness of a number of existing functions was checked (it was decided to cancel functions that are not related to pedagogy). The document meets the expectations of Yelbas Nursultan Nazarbayev and President Kasym-Yomart Tokayev.

The adoption of the bill by the deputies leads to quite concrete changes for employees in the pedagogical sphere. Additional payments for the control of notebooks and the management of classrooms, a salary increase of a quarter in the first year and two more in the next four years, as well as an extension of leave.

 

The changes are aimed not only at improving the quality of the work of Kazakh teachers, but also at strengthening the prestige and status of the profession for young novice professionals.

– Due to the upgrading of the status of a teacher, a positive image of this profession is formed. It is necessary to create conditions in which he will appear as a real priority, ” Nigmatulin Nurlan commented on the results of his colleagues’ legislation.

 

And stressed that now there is a completely new law on the status of Kazakh teachers. However, he immediately reminded: yes, the law contains all the legal norms that regulate the profession of the teacher within the framework of increasing his authority. But it is necessary to solve such a huge task in a really complex way. That is, not only the parliamentarians and the Government of the Republic of Kazakhstan, but also the whole society should work on this.
