The agency was conducting an investigation to see whether the preschool program was operating without a child-care license or registration, required by state law.
The letter ordered that the developer, who is building a school and apartments for adult students and their children, immediately stop operating the school until it obtained the necessary and proper license, notified parents or guardians of the schoolchildren that the program was operating in violation of licensing requirements and provided the office proof within 10 days that it has done so.

“If the Office finds at any time that your program has continued or resumed the operation of the program after the receipt of this letter, or that you have failed to notify the parents of guardians of your status … the Office will assess a fine of $500 per day against your program for each and every day that it continues to operate,” the letter stated.
