"In deciding to enforce this policy, the superintendent of the state police rightly recognized that allowing troopers to negotiate dispositions of cases in which they are also the accuser and a potential witness may lead to charges of impropriety, favoritism and corruption," Spitzer wrote in his veto.
The bill was sponsored in the State Senate by Sen. John J. Bonacic, R-C-Mount Hope. In Sept. 2006, state police began enforcing what they said was a long-standing policy banning plea-bargains in traffic cases.
Bonacic fired back at Spitzer today, saying, "The Governor's veto message says State Trooper plea bargaining creates an appearance of impropriety, favoritism, or corruption.
To that, I can only respond that we trust Troopers with a gun; we trust them to stand in harm's way; we trust them to penetrate drug rings and gangs; we trust them to judge when they need to shoot to kill. I think they can handle plea bargaining." [Record]

I never understood why smokey bear is the judge and jury for this anyway. I would have liked to plead my case to a judge but smokey is the one to really decide. You NY’ers have a krum state!
So Spitzer is concerned that it “may lead to charges of impropriety, favoritism and corruption?”
How about the use of state aircraft, and probes thereof from the Governor’s office?
How about the selective persecution of some of the individuals from the Wall Street firms?
Hey, Eliot, let your ears hear what your mouth is saying!!
Smart response SPITZ, What do you have to say to that
