    New York, NY – New statistics show a spike in the percentage of misconduct claims the New York Police Department declines to pursue after a citizens' panel substantiates them.

    The Civilian Complaint Review Board (CCRB) substantiated nearly 300 cases last year, and the Daily News reports today that they dropped 34 percent of them.
    That was up from less than 4 percent in each year from 2002 through 2006.

    Deputy Commissioner Julie Schwartz says many claims are hard to prove, so the NYPD is focusing on those with a good chance of holding up in an administrative court.
    But review board chairwoman Franklin Stone says the department should take more cases to an administrative judge, rather than dismissing them.

    Citizens wronged by police conduct in cases dropped should have a special area to sell copies of their complaints on ebay with penny listing fees and penny prices, including pictures of the perpetrators and their badge numbers.
