The letter states that “we are currently in a situation in which each day brings more curses than the previous one, harsh and painful tragedies and many people who are very sick, as well as decrees by the government which is trying to uproot the connections of Jews to their Judaism and to harm those who study Torah. It is clear that Hashem is doing this to wake us up and draw us nearer to Him.

“Besides this, the world is suffering upheaval and nobody knows what could happen. The danger of war in one region can lead to a conflagaration in the entire world and Chazal say that “calamities occur because of the people of Israel.

“It is therefore an explicit obligation on us to tear the heavens in prayer. Each person should add a chapter of Tehillim daily and strengthen his Torah study as much as possible. We should especially be aware of our interpersonal behavior and act as a unified nation.

The letter concluded that “by strengthening all of thes things we will merit the speedy redemption of Israel, as occurred in the time of our fathers that this month “turned into joy.”
