    “If you change the time, people would wait another five minutes and then ask for a grace period and pretty soon you’d have absolutely no ability to collect parking meter payments,” Bloomberg said.

    He was responding to a bill that would require parking agents to cut drivers a few minutes of slack before slapping them with a ticket.

    Though Bloomberg is famous for arriving late to his own public events, he says a deadline should be firm.

    “If I want to meet you for dinner at 7 o’clock, we agree on 7 o’clock,” he said. “If I really meant 7:15, we should say 7:15.”

    Bloombergs true face against the people of new york.

    Exactly what we have been saying for years, Mr. Bloomberg. One would think that parking meters are to insure that the spaces are used by shoppers who stay a while to shop and leave so that others can shop. This needs enforcement. Fine. But the “gotcha” tickets reign supreme, and it is now obvious that meters are imposed in order to levy fines and raise revenue. Well, that is absurd. More so, it is unfair that the effort is to balance the city budget on the backs of motorists. Enough is enough.

    i completely agree with the mayor on this one….five minutes just means postponing everything for that time. just like the same people RUSH erev shabbos, regardless of whether it begins at 4 or 8pm, these same people will also be late…he is RIGHT

    The ticket should be issued after 60 minutes, but issuing officer should have to wait at vehicle until 5 minutes after time has expired to place ticket on vehicle. If driver appears before 5 minutes officer must cancel ticket.Or ticket price should be fixed 5 dollar for each minute agent had to wait (so max. Would be 25 dollars)

    I cant believe the opinions here that side with bloomberg and are against Felder.

    Obviously Mr. Felder is trying to help his constituents who have received too many “gotcha” tickets.

    How many times have you parked somewhere with one minute on the meter and then you realized you have no quarters.You go into a store to get change and when you come out 2 minutes later you already have a summons.

    A 5 minute grace period is not only fair, it is necessary to prevent many unfair tickets being written.

    Here is the biblical precedent…. When Moshe Rabbeinu warned Pharoah about Makos bechoros he said it would happen “around” midnight.The commentaries say that Moshe didnt give an exact time but rather said approximately midnight because not everyones clocks are set exactly the same.

    And yes, Hashem does allow grace periods…. hence Pesach sheini , Yom Kippur Kattan, and the 18 minutes after candle lighting on Friday night.

    Even though it is predictable that Mayor bloomberg will be against this idea (because mayor bloomberg knows parking tickets are not about justice but rather about raising revenue for the city) I still applaud Simcha Felder for his efforts in helping people fight against a corrupt system.

    dou take advantage of the grace period on credit card payments? most do and for a good reason. if u wait after that time u get slapped by the bank. if it can work by cc why can’t it work by a ticket?

    Bloomberg is wrong! It’s not just about saving people a few bucks on parking tickets. It’s about stopping some of the abuse by metermaids and cops who issue tickets on their own clocks even before the actual time, because they must meet their quotas. There was actually a news report last year showing that the official time programmed by the city in the electric ticket printers that most metermaids carry now, is around two minutes fast. The bill that Felder is proposing would help combat these abuses by metermaids and the city.

    Why not program the meters to give you an extra 5 minutes after you finish
    feeding it with your quarters. This way everyone gets what they want. The City
    Council gets the 5 extra minutes and the mayor gets his “A time is a time”.

    Rather than have agents wait for five minutes before issuing a ticket as that is not cost effective for the city, the law should be changed that when a motorist contests a ticket it should be dismissed if the issuance of the ticket was during the five minute grace period. For example a ticket given 8:34 for ASP 8:30-11:00 would be dismissed upon request. Furthermore there are a lot of meters in effect until 4:00pm when the spot turns into a No Standing 4:00-7:00 pm and cars get towed ar 4;01pm.Any ticket received before 4:05 should be dismissed.

    Felder should be busy with better things, like arranging that the garbage trucks shouldn’t roam the streets EXACTLY the time all school buses are on the street’s, they can start just 2 hours later and borough park wont be so congested, I never figured out y that can’t happen, after 11:00 you don’t see any more truck, look’s like it’s especially arranged, to interfere with the school buses.

    Many ALJ’s take this 5 minutes into account and will either dismiss the ticket or reduce the fine. If this is true, then is Felder wrong? Gridlock Sam (Former Commisioner Sam Schwartz and NY Daily News columnist) has on many occasions advised his “Mailbag writers” to fight this type of ticket simply because your watch or cell phone may be off by a minute or 2.

    By the way talking about alternate side parking, many cities were ASP is made fro street cleaning and not for raising money, right after the street cleaner left parking is permitted so for example if its no parking from 8:30 to 10:00 that means the cleaning truck will be here somewhere between that time but if the truck cleans 9:00 then 9:01 you can park

    the whole thing is only about with how many RISHES they are issuing the tickets it looks like all they want is to anger the people & give them a hard time, if you need to give a ticket ok but take it easy wait a minute give a chance even you’re right. and this is exactly what Bloomberg is a bad man he wants to “cache” you and take away the money of poor people like we would be his enemy that’s all about its not a minute less or more its the way they enforcing it.

    The ALJ’s are not employees of the Finance Department, they are not an “Independant Judiciary” some of them are not even lawyers. They have a quota and if they dismiss to many tickets they will be fired.

    Finally, Bloomberg’s true colors come out.
    This city has stayed out of financial problems because of all the monies collected from parking and garbage tickets that we have been hit with. Look how quickly Bloomberg jumps when he hears a mention of mercy for the people who pay for his city. No, no mercy he says. Now it’s our chance at election time to say to him, No, no mercy.
    I ask every single one of us to remember his attitude when he mercifully asks for another term in office.
    I will remember his actions and his army of huge ones with huge sunglasses and his cruel policy towards any person who owns a garbage can or a car.
    I will remember how he pulled the welfare cheats out of their fat kitchens and gave them two weeks of training and sent them out to strut around the city and show their new found power.
    I believe that many of us will remember him for hurting us financially and emotionally. Soon, it will be his turn to ask us for mercy, and I hope many of us will remember the millions and millions of tickets he hurts us with every month.
