The notifications are part of a DEP pilot program designed to increase collection rates on water bills. The names and addresses of the customers were not released. Currently, the city is owed $589 million on overdue water bills.

The 11 customers are the first people targeted in the city's crackdown on delinquent accounts. The pilot program aims to expand customer assistance and implements a stronger set of enforcement tools and revenue collection strategies, such as service shut-offs and stand-alone lien sales for customers who do not pay. To drill a well LEGALLY you have to get permision from the DOH you have to test the water and you have to put a meter on it so that the city can charge you for the sewer portion of your bill
